The majority of Morrells products are designed for application in factory/industrial installations where emissions/VOCs are controlled through the requirements of the Solvent Directive 1999/13/EC. When the coated items are brought on to site for installation the finishes are dry and hence have negligible VOCs
The BRE have provided clarification that panelling/items with a factory finish should be assessed as “Wood based products” and therefore the products used to achieve the finish are not subject to BREEAM VOC requirements. See the note from the BREEAM Knowledge Base below:

Decorative paints and varnishes that occupants are exposed to should be assessed. This is likely to include paints applied to walls, ceilings, floors, doors, etc. It should be noted where finishes are applied to the product within the factory, these would be assessed as part of the whole product rather than as decorative paints and varnishes. The product as a whole must meet the requirements, for example if a wood panel has a finish applied to it in the factory, the whole product, i.e.…

xerofire® Fire Class B-s1,d0 Fire-Retardant Coatings - leading intumescent wood coatings, developed to upgrade or maintain the fire-rating of wood-based substrates to achieve top rating (Euro Fire Class B-s1,d0) in the European Fire Standard EN13501-1 (testing conditions here). The xerofire® Fire Retardant Coatings system comprises of a 2K Waterborne Intumescent Basecoat in combination with a 2K Acid Catalyst Clear Topcoat providing a high quality and excellent aesthetic furniture grade finish.
omnia® Exterior Joinery Coatings - a multi-component system offering ultimate protection against UV, weather damage and wood rot for exterior joinery. Consisting of End Grain Sealer, Clear and Coloured Preservatives, White Primer, and Clear and Opaque Topcoats, omnia® has been developed to multiple British Standards for Exterior Joinery. Also approved for use on Accoya®.
medicote® Antimicrobial Furniture Coatings - protects against the growth of microorganisms (such as MRSA, E. coli, A. niger) on the surface with a kill rate of 99% within 24 hours while still offering FIRA 6250:2005 Heavy/Severe Use on Horizontal Surfaces (excluding kitchen worktops). The risk of deterioration and discolouration of the film, caused by microorganisms, is greatly reduced through the use of antimicrobial agents in this range. Available in Acid-Catalyst, Waterborne and UV-Cure varieties.
